I had this issue. It failed on the Patch Tuesday build, so then I tried the one they released today, same result. I ended up downloading a 25h2 ISO and did an in-place upgrade, which resolved it.

It doesn't really matter that I'm not part of the 'Insider' program, we're all beta testers nowadays. MS has horrible quality control.

Noticed there's a new update KB5070773 (26200.6901). So I used the MS "hide updates tool" to hide KB5066835, then successfully updated to 26200.6901

Two of the last three updates have failed on my machine. Mine gets hung up on the restart and ends up rolling back. I was able to complete the update with a painful repair by reinstall using UUP Dump. 6901 (yesterday) failed to install but I'm now up and running again. I'm not sure what the issue is...my machine or Microsoft Update.
