That's what I like about the Picasa abandonware, it doesn't connect, doesn't phone home, it's just there and does what it's supposed to!
I also like that it renders as an escapable overlay...

I have the new MS Photos and it does nothing like what you posted......Version 2022.31100.24013.0 is what I am showing.The new Photos app update has a great feature! Finally, they moved the floating menu (ribbon) to the top and made it like a ribbon.
They have added Hide Filmstrip to the right-click, but they didn't make it persistent, and every time you open an image, you have to select this option to hide the Filmstrip. I think it still needs more work...

The 2022.311 is the latest version (current official/stable version). Another new version is on the way, which I think will be released (officially on Store) in mid-November. I am waiting for this version (they have added iCloud integration in the Photos app).
