Although both are activated with a digital license linked to my Microsoft account, neither show up under Devices.
They both showed up in the past. Anyone else seeing this?

If I go through settings -> accounts -> linked devices it shows all 4. If I go to Edge and logon to my MS account, it only shows 2. May be just a temporary glitch.

Not there for me. I have 4 devices but logged on via Edge it only says I have 2.
But settings -> accounts -> linked devices says 4 and lists them
