It's probably reporting a PUP (potentially unwanted program) - i.e. CCleaner likes to push Avast's antivirus or other apps. Just make sure you uncheck the check box on installation.

Maybe but the Defender warning is scary as shown below. I'm not going to use this product in future for these scares and also it's not possible to contact the firm to raise a problem.

Yes - that's not just a PUP. It could be a false positive, but I'd wait for the next update just in case.

I turned off Webroot and scanned ccsetup632.zip - the portable version using Defender and it finds no threats. My definitions are up to date.

I’m looking at getting another PC cleaning tool, is CCleaner any good, I’ve seen some people say tools such as Wise cleaner, Glary utilities.

I use only the Portable edition and get it through MajorGeeks, never have an issue with the download.

Good to know. I have Ashampoo WinOptimizer 27, so that might be sufficient.
