When searching on fleabay narrow search down by typing this into search box
optiplex (3050,3060) i5-8500
This will narrow the search down to the 8th gen cpu and you can search additional specs in the description. If it has Windows 10 it will upgrade. If it has no OS you can clean install. Not all have ssd but most do. Not all have wireless but you can buy a usb wireless for $10.

It doesn't have to come with Windows 11. It just has to be a supported device. That means a minimum of an 8th gen Intel processor....

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

    My SYSTEM EIGHT is a 2-in-1 convertible Lenovo Yoga 11e (5th gen) type 20LN, Celeron N4120, 8GB RAM, 512GB NVMe ssd, a supported device for Windows 11. Currently running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds as native boot vhdx.
Windows 11 will work fine with 8 gb ram. I would buy that one with 10, upgrade to 11 and add more ram later. It can be done at any time. That PC has 2 ram slots so it either has 2 4 gb sticks or 1 8 gb stick. Once you get it you can run the Crucial scanner and it will tell you exactly what you have and you can add accordingly.

FYI-that particular PC can upgrade to a max of 32 gb ram.

I got a new Dell Vostro 5890 in April, came with Win10 Pro and 8GB RAM. The Dell site said it included Win11 license, no problem with the Upgrade. In shopping the same machine with 16GB was $209 more than with 8GB. After running it a couple of weeks I got 2 x 8GB modules from www.crucial.com for $79. I just finished a rehab on an HP Desktop with 8GB, can get a single 16GB from Crucial for about $60, got to work with a client Friday so maybe get enough to make that buy.

Maybe a caveat or two. Specs: Optiplex 3060

It's an SFF (small form factor) PC. If you wanted more than 1 space for an HDD, this wouldn't be the machine for you.

The power supply is 200W. That'd be a serious limit if you ever wished to add a discrete graphics card. (Because it's an SFF PC, it'd have to be half height, regardless.)

These considerations may be of no concern to the OP, if an inexpensive Win11 PC is wanted, for applications that don't require powerful graphics or a lot of storage space. Looks like it can even take a slim (laptop) optical drive, if the OP wishes to go old school.

No dedicated GPU, so not for almost any gaming or quality graphics and multiledia content. RAM memory and SSD very small.
Minimum 16GB of RAM, 500GB SSD + eventually some other storage, even a HDD and a dedicated GPU with full HD.

Things I hate about brand name PCs (other than laptops of course):
Difficult to upgrade.
Most repairs and part changes need over priced OEM parts, with PSU upgradable only with OEM PSU and most of times underpowered if you have to add more HW like a GPU.
Limited BIOS options to optimize performance or ad more RAM.
Needing "special" drivers just from OEM but often not updated for long time.
Overpriced when new but value drops like rock very soon after.
All together, "Use as is while it lasts and replace when anything goes wrong or it's obsolete".

I'd rather put together my own with parts I choose and upgrade when opportunity arises. I bet I have at least few screws from my first PC from 1984.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM FOUR was a 2-in-1 convertible Lenovo Yoga 11e (1st gen) type 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device. This has now been sold. It has been replaced by my System Eight.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

    My SYSTEM EIGHT is a 2-in-1 convertible Lenovo Yoga 11e (5th gen) type 20LN, Celeron N4120, 8GB RAM, 512GB NVMe ssd, a supported device for Windows 11. Currently running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds as native boot vhdx.

All Ryzen except first gen (2000 and up). Ryzen with "G" in designation has integrated GPU which is much better than ones in Intel processors.
