Solved oobe\bypassnro not working this time?

Shift + F10 does not seem to work anymore.
How can I get to the Command prompt to enter oobe\bypassnro? Is that something that can still be used with 27802?
Or are they forcing to install online connected to the internet only?

I just downloaded the ISO for Windows 11 24H2 last week and created a VM using Hyper-V.
The following still worked so I could create a local account.

Shift+F10
OOBE\BYPASSNRO

You might have to install an older version of Windows 11 if you need to start with a local account.

I know the older 24H2 builds work, the problem is with latest Canary 27892.1000.

The method works in all standard released versions of Windows 11, 21H2 to 24H2. The poster said it doesn't work in latest Canary (Beta version).

UUPDump 27802.1000, there is no MS ISO yet for the latest build.

You have to jin the Canary program to down load 27802.1000.

Windows 11 Insider Preview Build 27802.1000 is available for download through the Canary Channel of the Windows Insider Program. To obtain this build:

Join the Windows Insider Program: Navigate to the Windows Insider Program page and register using your Microsoft account.
Select the Canary Channel: After joining, configure your Windows Insider settings to receive updates from the Canary Channel, which provides the latest builds, including 27802.1000.
Download and Install the Build: Once your device is set to the Canary Channel, check for updates in the Windows Update settings to download and install Build 27802.1000.

Alternatively, you can create an ISO file for a clean installation using the UUP Dump tool, which allows you to download Unified Update Platform files directly from Microsoft's servers. citeturn0search4

Please note that Canary Channel builds are early versions and may contain bugs. It's recommended to install them on non-primary devices.

I'm already on the Canary program, I did not see 27802 available from MS insider downloads yesterday, I'll check again today.

Edit:
I just checked again and the latest Canary ISO available from Microsoft is still 27774 there is no 27802.
That is why I got 27802 from UUPDump.

I guess the official ISO from Microsoft is 27774 and it becomes 27802 after installing all the updates. No much difference. However, it shouldn't work as well.

The problem where it was failing to detect Shift + F10 to open command prompt on first try, with the previous 3 Canary builds appears to be fixed with Build 27818.1000 on March 19, 2025.
I tried a clean install with 27818 and everything worked as expected.
Previous 3 Canary Builds needed a power off and back on to finally detect Shift + F10.

27818 is back to normal behavior.

Late reply - but since nobody gave the solution, here goes
(I've been caught out with this too many times to remember):
The OOBE command is case sensitive - if you type it in lower case it will fail
You must enter it in upper - "OOBE\bypassnro"
It will then succeed

Ive just installed Windows 11 25H2 26200.7627 without an issue on three computers.
I just use Rufus and don't connect to the internet (Just click on I don't have internet when it asks) until its finished installing Windows.
This also gives me a Local account and not having to set up an Microsoft Account.

Nope. MS-DOS and Windows never were case sensitive, the command works even if you type it all small or all capitals or mixed case. That's what I hate in Linux and other case sensitive systems. One tiny mistake regarding case and all the long string of commands you typed fails! I think it's time they made Linux case insensitive too. I know, I know, if they do that they will break a million other stuff.

PS: The command fails in 25H2 because Microsoft removed the file bypassnro.cmd from the folder C:\Windows\System32\oobe. If you copy it from an earlier version into the folder, it will work again. You could include it in the USB flash drive and run it from there (right-click, Run as Administrator). Or you can use the other workaround command, start ms-cxh:localonly

I just tried a clean install of dev Build 26300.7674 and again they removed the "OOBE\bypassnro" on that build.
I had a saved copy of that command on my data disk D:
So, I ran it from there and it worked just fine. Installed without internet and with local account.

D:\MyOOBE\bypassnro

Alternatively you can include the file bypassnro.cmd in the USB flash drive you used to install Windows 11 25H2 and run it from there using the command

D:\bypassnro

and replacing the drive letter D: with whatever the USB is.

I recently read rumors that 26H2 will also be available as an Enablement Package. Meaning if you run 25H2 you can upgrade (switch) to 26H2 using a simple update without checking compatibility and without taking too long as a full upgrade would. Same when you run 24H2 and use the 25H2 Enablement Package to switch to 25H2.

It is not case sensitive, if the command is present in the folder oobe it will work regardless of upper or lower case.
In this machine the folder is oobe (lower-case) and doesn't make any difference.
The problem is that on several different builds, Microsoft removed that command BypassNRO.cmd.
You can see here that it is still present on the current public Build 26200.7705.
The command has 4 upper-case letters BypassNRO.cmd.
It works fine with all lower-case letters or all upper-case letters.
oobe\bypassnro or OOBE\BYPASSNRO
or any combination of upper-case and lower-case letters as long as it is spelled correctly, it will not make any difference.

I tried ooBE\BypaSSnro and it worked just fine.

Like I said in a previous reply, the file C:\Windows\System32\oobe\BypassNRO.cmd is removed from the official Windows 11 25H2 ISO. That's why the command fails, not because it case sensitive, but because the file is not there. If you find the file from an older Windows 11 version and copy it to the USB flash drive, you can execute it from there and create a local account. Or you can run the new command instead:

start ms-cxh:localonly

This command immediately skips the whole OOBE stage and asks you to create a Local account. So if you want to configure Windows 11 first, don't run it at the first screen but wait until the Network connection screen.

BypassNRO.cmd definitely exists on the 25H2 GA ISO, and 26200.7462.251207-0312.25H2_GE_RELEASE_SVC_REFRESH_CLIENTPRO_OEMRET_X64FRE_EN-US.ISO (December 2025).

If you're on some Insider builds, it's known to randomly disappear and reappear depending on your build.

Most likely it will finally disappear (along with "start ms-cxh:localonly") when the production 26H2 ships. Until confirmed otherwise, Rufus and other methods of applying the same reg key will still work without the script's presence.

I was talking about the official 25H2 ISO I downloaded on October 2025. I haven't checked any newer ISO. The official October 2025 ISO from Microsoft, didn't have the file. If that makes any difference, I downloaded it directly (third choice), I didn't use Media Creation Tool.
