You can't use passkeys from Windows without at least setting a Windows Hello PIN:

Create a passkey

By default, Windows offers to save the passkey locally on the Windows device, in which case the passkey is protected by Windows Hello (biometrics and PIN).

Maybe that's the problem.

Okay, I finally got around to changing from using my password to using a (Windows Hello) PIN to sign into my local account and that did the trick. So a big thank you. I have now created my first passkey on my Windows PC.
If only this had been made clear in the Computer Active magazine I used as a guide things would have been a lot easier.
