Windows (Not MS Account password) password. I am not signed in to my MS Account. I am running Local account.

Okay, I finally got around to changing from using my password to using a (Windows Hello) PIN to sign into my local account and that did the trick. So a big thank you. I have now created my first passkey on my Windows PC.
If only this had been made clear in the Computer Active magazine I used as a guide things would have been a lot easier.
