What sort of Disk Drive do you have? Have you checked for fragmentation if it's a rotating platter type? Are there any updates downloading or executing in the background?

When it lags, do a speed test right away, check your ping/speeds.

Did you turn off your router for 30sec - 1min?
The idea is to let your ISP re-establish with your router.

Are you connected to your router via WiFi or Ethernet cable?
Just because your connection states 60/10Mbps doesn’t mean there isn’t a problem with the line.

If restarting your router shows no improvement, I would suggest you call your ISP.
There are many reasons why your internet connection could be degradated.
- Perhaps your provider is “unintentionally” throttling your connection.
- They will trouble shoot with you.
- They will most likely check the line between you and them.
- They will have a checklist to go through with you.
- There may be a setting that is possibly needed in your router. Some ISP’s have different requirements.

When it lags, do a speed test right away, check your ping/speeds.
Same with a packet loss test. Even though it could just be packet loss at the route between you and the game server.
Common in the world of Halo. :(

When was the last time you did Junk Collection on your PC?
That's something that Windows does not do by itself, but depends on YOU the operator.
I've increased the speed and efficiency of Hundreds of PC's, just by removing all the Junk files on the PC, that have collected over time.

I even wrote a Cleanup batch file, to speed up that process. Takes only a few seconds, to remove thousands or even millions of junk files.
I run it on my own PC, daily, to remove tens of thousands of temp files, etc.

And then, of course, checking to make sure that there are no programs running in the background that are not Absolutely, Positively necessary.

Once you learn how, computer maintenance is really a simple matter.

Good Luck,
TM
