Solved PCIe USB Cards

Go to BIOS and change the boot priority so the Windows disk is first. It should boot directly into Windows without delaying looking other boot options. If you have DVD-ROM, Hard Disk etc like in old BIOS, put the Hard Disk first and then look a little lower, there should be a Hard Disk priority setting. If you have more than one disk, make sure the Windows disk in first in that list as well. I bet your computer looks for other storage devices connected to the card before trying to boot from the Windows disk. Putting the Windows disk first forces the computer to skip looking for other devices and just boot in Windows. It is exactly the same as going through the Boot menu, but permanent without having to go to the boot menu every time.

From the symptoms you described something in the boot order delays the computer and when you cancel the boot order by going to boot menu, there is no delay. You can try disabling other boot devices in BIOS and let the Windows disk as the only option. This should boot directly to Windows without delay. If you need to boot from USB you can go in BIOS and enable it again.

Just another thought... Do you have more than one SATA devices (assuming your Windows disk is SATA) ? Make sure the Windows disk is connected to the first SATA port (SATA 0 or SATA 1, depending on motherboard model). This is the first port by default your PC is looking for a bootable disk. If another device is connected to the first SATA port, it is checked first and it might be the cause of the delay.

Disabled everything in the BIOS apart from boot drive & it still locks up!

If you have a ryzen pc (maybe exist also with the new intels) and a pcie controller that has the fresco logic , this is a incompatibility bug.
You need to go in device manager and disable the power saving from the usb root hub.
Find the usb root hub that is for fresco logic and disable it.
You can find the one if you go details for all the usb3.0 root hubs.

I write it here to save your time.
If you need the power option enabled you need one with renesas chipset with the latest firmware.

The event viewer fail above is the Renesas chip with power saving turned off.
The Fresco Logic chip board does the same thing.

Provide a photo what you disabled. From your windows device manager you need to disable the usb root hub power.

Exactly what I did.

I also did research on the chips on the cards, Fresco & Renesas & they are old chipsets, over 12 years old!

If you have another PCIe 1x slot available you can try move the card there, just in case it makes any difference. I also have a USB 3.0 to PCIe card in my main PC (Asus P8H61 Intel s1155, see 2nd system specs) and I have no issues using it. USB 3.0 flash drives or external hard disks transfer with more than 120MB/sec while the onboard USB 2.0 can go about 15-20MB/sec and not always. I don't remember which brand it is, but a check in Physical Devices section in Aida64 reveals it as NEC uPD720200F1 USB 3.0 Host Controller. See specs here: UPD720202 - USB 3.0 Host Controller

PS: I searched for the chipset of both your cards, for the first I found these drivers to try: Yeeliya ULS-UP6210 PCI-E to 6-Port USB Type A/C Adapter Drivers | Device Drivers For the second I didn't find any results. Please post the card model and we might be able to find better drivers for you.

My USB 3.0 card also worked with the Windows 11 drivers. I didn't install any drivers. So search for Device Manager and load it. Right-click on your USB card, delete (uninstall) and check the box to also delete the driver files if prompted. Restart, let Windows automatically detect the card and install drivers. See if it works properly. If it does, don't touch the drivers.

Second card had a Fresco Logic 1100 chipset. I did find alternative drivers but the result was the same.

You can try also XHCI Hand-off disable in bios. Anyway this option above windows 7 must be to disabled.

Tried that same result. I even set the PCIE slot to Gen 2 to match the card.

It seems to me that is a bug with bios. This motherboard and chipset is new. In your case can try to contact motherboard support and tell your findings and may release a fix.
