Solved repair the systems DISM

Valid Registry Values

• 2 (Enabled): Forces Windows to bypass WSUS/SCCM and download optional features and repair content directly from the public Windows Update servers.
• 0 (Disabled / Not Configured): Windows will rely entirely on your default on-premises update infrastructure (WSUS/SCCM) or local network paths (LocalSourcePath) to find the installation payloads. If the files aren't hosted on your local server, the feature installation or DISM repair will fail with errors like 0x800f0954 or 0x800f081f.

This isn't the right GPO for you.
I am aware.

Thought experiment.

Worked with a reg value of 2, as well as no reg key (which is the same as value of 0).

Because you don't have a WSUS server defined. One of the older tricks to block WU updates (in general) was to define a non-existent host as your WSUS server, so WU traffic will always fail.

/limitaccess, says don't try any network sources.

The hierarchy for searching for a network source goes into this order:
1. Use a local WSUS server if that value was added to your local registry
2. Use the referenced GPO to override using a local WSUS that is defined for you.
3. If there is no WSUS server defined, use the WU servers

Right, I was thinking either you could use windows update (default) or an alternate server or file source (for which /limitaccess is relevant). Was confused by what he was trying to do.

Since you never had the DISM error many of us have seen, I'm not sure why you're spending all this time on a non-existent issue. On the machines that don't exhibit the DISM error, I don't spend any time looking for one. 🤔

DISM /Online /Cleanup-Image /RestoreHealth /limitaccess should not be able to find the source and should fail unless you specify an alternate source, which you haven't. I don't know what that is really doing with the check and that Enterprise registry setting. Would be interesting to see the CBS log for this.

No. /limitaccess means it cannot use a network source in addition to the named or default source. If you don't specify a different /source, DISM uses the default WinSxS component store for reference.

In this case, DISM believes there is missing metadata not found in WinSxS. So it wants a 2nd opinion from WU.

I'm wonder how many of you removed the "two reclaimable packages"?

You are right, but it isn't the packages in my case. It turns out for me it is because I used registry feature overrides. If I remove the overrides, the above completes successfully. The system perceived the WinSXS corrupt because of the overides and tried to use windows update, which is blocked, as you say.

So there can be a couple (or more) reasons that can lead to this "issue" due to user tweaking.

EDIT: feature overides including vivetool as well as registry I expect, though I have only used registry overides.

Thanks,

I learned a long time ago to leave those two "Un-reclaimable packages" alone as they often caused Windows Update errors on my insider builds. I've been a strong advocate of not touching them ever since and no longer have WU errors.

I don't believe vivetool causes any DISM issues. Been using it for years and the DISM issues began around June and have spread to various different Windows builds on a variety of users machines including many that never use vivetool.

I'm wonder how many of you removed the "two reclaimable packages"?

I have and do not have any issues with any of the DISM commands.

Edit: Have also used Vivetool on many features.

In this case, DISM believes there is missing metadata not found in WinSxS. So it wants a 2nd opinion from WU.
