Solved System Protection Continues Creating Backups While Disabled

Problem
I am experiencing an issue where Windows System Protection continues to create backup files despite being explicitly disabled.

Expected Behavior
When System Protection is disabled, I expect it to cease all backup activities and not create or maintain any restore points or backup files.

Actual Behavior
Despite System Protection being disabled, it continues to generate backups. Currently, there are approximately 6GB of backups, spread across three 2GB files.

What I've Tried
* I have disabled System Protection through the system settings.
* I have run the `DISM` and `SFC` commands, and both reported no integrity violations.

Extra Details
I do not rely on Windows System Protection as I use Macrium Reflect for my system image backups. I am seeking a solution that does not require a repair reinstall of Windows.

Try turning system protection back on, then turn it off again. System protection should delete all existing restore points when you turn it off. Then see if it stays that way.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

Thank you Bree, I tried that it removed the 6.4GB then I disabled it again but sadly it continued to make new restore points.

In particular, at an admin command prompt type:
vssadmin list shadows /For=C:

As I've said elsewhere, these two are neatly complementary and not equivalents. Each tool to its appropriate use.

Oh, macrium reflect uses volume shadow copies. They should be deleted after a backup though. But maybe there is something wrong there.in the macrium app you can view the VSS log to see if there might be an issue.

Few more images as requested, I tried setting to 0% on Max Disk Usage but it's already set as that. A new system retore has been made again.

I assume you have restarted since disabling SR.

I'm wondering if something other than Windows normal SR generation is creating one.
For example, some 3rd party tools can trigger the creation of one.
It's also possible to set up a scheduled task to create SR points.

What I don't know is whether that should be possible or not irrespective of Windows settings being disabled as you show.

I've not installed any programs recently, there is definitely something odd about it. Another backup was made around lunchtime when I was away from the PC knocking it to just 1.1GB. I don't believe I have set up any scheduled tasks although I won't actually know where to look unless its in the event viewer from top of my mind?.

Macrium reflect uses VSS shadow copies to make point-in-time backups regardless of the system protection setting, as I mentioned a few posts above yours.

OP: What version of macrium reflect? Post the VSS log from it (in the "other tasks" menu). There is also a "Fix VSS problems" in the same menu

After posting the log, try reinstalling reflect.

I've not installed any programs recently, there is definitely something odd about it. Another backup was made around lunchtime when I was away from the PC knocking it to just 1.1GB.

Scheduled? Backups are about the only thing I know of that create shadow copies. Anything that needs a point in time snapshot of the disk disk partition(s).

I would recommend that you check the built-in Windows event viewer and check these events; 8231 (Snapshot creation initiated), 8222 (shadow copy created), also please check if any other event was registered before/after this event.

I removed Macrium temp for now, but System Protection still went on to made a another back up around 230mb this time. I have used the suggested reg file with a reboot so far no backups are been made. In my event viewer when looking up both 8231 & 8222 nothing came back to suggest anything is triggering it.

Those events can tell you the source. Check both the system event log and the application event log for this ID (e.g. macrium events show up in the application log)Screenshot 2026-04-24 140453.webp

Thank you all, I'm a little rusty in the Event Viewer having not needed to go in it for a long while. some images of when I removed Macrium info and after a reboot cause it needed one after uninstall leaves me with 8224. The Reg File has disable System Protection Back Ups.
