Trying to reset the recycle bins

I've tried to delete/reset the Recycle bins for every drive using this command:
rd /s /q <drive>:\Recycle.Bin

It works for every drive but I get an error on Drive D:

Any idea how to delete this? Some of the other drives also had extra folders but they deleted without problem

Why would you want to delete a system folder like $Recycle.bin in the first place.
Emptying the bin should be done by the empty bin command at bin right click...

Unless there is something wrong with the recycle bin there isn't any reason to delete it.

When a volume is mounted, Windows creates a Recycle Bin under your user's SID. If the drive is moved to another PC, or you reinstalled Windows on the same PC, then the SID is no longer recognized (Unknown user). Therefore Windows won't empty it.

I'm not saying that's the case here, but I've had to manually delete stranded Recycle Bin folders before.

This one won't delete though and I get accessed denied when I try to open it

You have to empty D:\ Recycle Bin first.
Or you can burn a Linux Live USB Flash drive.
Boot to Linux Flash drive. "Try" Linux and delete the folder that way.

I was having a problem with the recycle bin - trying to empty it would cause Explorer to hang/crash trying to delete a file that I couldn't see.
Deleting and recreating fixed the problem but I don't know which drive it was (not D: as I haven't been able to delete that one)

Any drives Recycle Bin is associated with the Recycle Bin on the C: Drive.
Go to Search and Disk Cleanup, You can choose what drive your want to cleanup
You can put a check in the box for Recycle Bin to empty it.
