W11 on unsupported hw in a VM

I have an incompatible Dell 7010 (no TPM or SB) running a Rufus installed W11pro (activated).
I want to clean install Linux as Host OS and install VB to create a VM for running a Rufus install of W11pro as a guest OS. Is there any reason this would not work?
Will the guest OS have any issue activating in a VM since it was already activated as a Host OS?

Will the guest OS have any issue activating in a VM since it was already activated as a Host OS?
For activation purposes a VM counts as a new machine with its own unique hardware ID. The digital licence for the host machine will not activate a VM. You will probably need to purchase another licence to activate it.

Even my Windows 10 and 11 Hyper-V VMs running on a supported and activated Windows 11 Pro host required their own individual activations.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

Just to expand a little bit on Bree's comments, since a VM has its own hardware (virtualized), it will require a separate activation for this reason.

However, you can dual boot (or triple boot, etc.) and that will NOT require a separate activation because the new Windows installation sees that it is installed on the same hardware.

However, you may want to note that once you activate Windows on a VM, you can save that activation state so that if you ever need to reinstall that VM or migrate it to another system, you can restore your activation state.

Makes sense, good to know.

My initial reason for doing this is to move this PC to Linux but still be able to run the newest version of Turbotax.
I already have a dual boot PC, but the VM idea seems like a good solution for an app you only really use once but may need
a reliable way to run again later even on a different OS,HW. I now see there are similar discussions on the TT forum.

I've been tinkering with VMs for years.

I've happily settled on Linux bare metal Machine, next to Bare metal Windows/Hackintosh Machine.
I also downgraded from W11 25H2 to WI10 22H2 so I can more easily disable MS AI filth.
