My suspicion is it's related to syncing your desktop on that device and other devices to onedrive. When multiple devices are synced it sends all your desktop items(as well as documents and pictures) to onedrive and those items show up on all devices desktop.

If that's not it, try rebuilding your icon cache. Rebuild Icon Cache in Windows 11 Tutorial

I have an HP computer running Windows 11 Home, just started using it about a month ago. I removed OneDrive and set up a public desktop, with four user accounts. So far it seems normal, except for one thing. The one administrator account has two of every public desktop icon. They all point to the same place, the public desktop. If I delete one icon it will be removed to the recycle bin, but the one icon remaining will not work. Nothing happens. If I restore the duplicate from the recycle bin it will work again. I do not see any duplication of my public desktop folder. I have not synced to any other devices. I have not messed with the Rebuild Icon Cache because each icon looks and works as it should, only is duplicated in one account. Any ideas? Thanks.

Hello and welcome to the forum. If the administrator is a Microsoft account,. I believe the issue was caused by the way you removed Onedrive.
Is this the exact method you used? Option 3 should have been used. https://www.elevenforum.com/t/turn-on-or-off-onedrive-folder-backup-syncing-across-windows-11-devices.4321/
Only after performing this procedure should the Onedrive app have been uninstalled.

Thank you for the reply, but none of it makes sense to me. I tried to look at it a few times over several days. When I set up this computer I never did anything to activate sync across devices, I just got messages that what I have on my computer was being backed up to the cloud. I do not trust a cloud, and I do not trust Microsoft, nor any other program that wants to assert control over my computer, programs, or data. I tried to uninstall with the Microsoft uninstall tool that was in my computer. I later saw it was still there. I downloaded and installed Ccleaner and did uninstall and that seemed to work. I also tried to put a public desktop folder into my public user folder. That sort of seemed to work, but I suspect it is the cause of the duplication issue.
