We are all guessing about what you want. That means that we aren't sure what you want. I'm sure English is not your first language, so it might be easier for you to try what @Kees suggested, and post a screenshot of your Explorer window when "it's got no up on top."

I'm not guessing, because I've seen what (I think) organapimongkol is trying to describe. I have one old Dell Latitude E4310 that sometimes does not display the complete Explorer Window, it's missing the tabs and the menu icons like this....

1706889118268.png

...when it it is working properly it looks like this.

1706889904123.png

Another related symptom is that the right-click context menu may be blank (still working, but you can't read what you're clicking on).

It appears to be a problem with the display driver, but I've not found one for my PC that cures it. Changing the display resolution and/or scaling, then changing it back to 'Recommended' can often cure it for a while. So can rebooting, or finding Windows Explorer in Task Manager's Processes tab and restarting it.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 4GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro, plus the Insider Beta, Dev, and Canary builds as a native boot .vhdx.

unsupported machine: Legacy bios, MBR, TPM 1.2, upgraded from W10 to W11 using W10/W11 hybrid install media workaround. In-place upgrade to 22H2 using ISO and a workaround. Feature Update to 23H2 by manually installing the Enablement Package. Also running Insider Beta, Dev, and Canary builds as a native boot .vhdx.

It's a display driver related issue. For old machines that do not have any newer drivers, it may be best overall to go back to Windows 10, but the alternative is to just switch to the Windows 10 Explorer:
