HKEY_USERS Cannot create key: error writting to registry

Can't create key in HKEY_USERS or HKEY_LOCAL_MACHINE after changing owner to Everyone and selecting Full Control.

Making changes to many Windows Registry keys may make the system unusable.
Do a System Restore to a time before you made the changes.

Revert the Permissions in the Registry back to Defaults, or Windows Trusted Installer.

I have two other computers with the same issue - one with Windows 11 and the other with Windows 10.

Despite what you read online, you should never really attempt to take ownership of reg keys. That can lead to disaster as specific reg permissions are needed for the normal operations of Windows.

If there's a key protected by TrustedInstaller rights (which you as Administrator cannot modify), then use an elevation tool which temporarily gives you SYSTEM or TrustedInstaller rights.

PowerRun or @LesFerch's RightClickTool are examples of tools which grant you those rights. This way you can modify the key, while not disturbing the existing permissions that key already has.
