I have several XLSX files I created from scratch within the last 7 years, but show creation and modified dates in 1979 - that's 47 years ago! I didn't even have a computer back then.
Is there a way to recover the true creation/modified dates?

Add the "Content Created" property to your Details view in Explorer. That property pulls the date from the metadata in Office files. Does it show the correct date?

I believe that is what the program I linked to does, but automated so they would not have to do each file manually.

Yes, I assume it copies the Content Created date to the file system Modified and/or Created dates. I provided the instructions so the OP could quickly confirm that the metadata is correct and possibly not bother changing the file system dates if Content Created will do.
