Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 22621.2115 and Build 22631.2115 (KB5028251) to the Beta Channel.
  • Build 22631.2115 = New features rolling out.
  • Build 22621.2115 = New features off by default.

KB5027397 Enablement Package for Windows 11 Beta build 22621.xxx (22H2) to build 22631.xxx (23H2)


REMINDER: Insiders who were previously on Build 22624 will automatically get moved to Build 22631 via an enablement package. The enablement package artificially increments the build number for the update with new features getting rolled out and turned on to make it easier to differentiate from devices with the update with features off by default. This approach is being used for the Beta Channel only and is not indicative of any changes or plans for final feature rollouts.

Insiders who landed in the group with new features turned off by default (Build 22621.xxxx) can check for updates and choose to install the update that will have features rolling out (Build 22631.xxxx).

August 2023 Bug Bash Coming Soon: Starting on August 2nd, we’ll be having our next bug bash! The bug bash will span the latest features available in preview builds across the Canary, Dev, and Beta Channels. Stay tuned for more details in next week’s flight blog posts.


Changes and Improvements in Build 22631.2115

[Narrator]

  • Narrator users who interact with Traditional Chinese characters are now able to do this with confidence while using Narrator and the IME candidate window in Windows. This was accomplished by creating a Traditional Chinese dictionary for detail reading. Narrator now consumes the dictionary to disambiguate each Traditional Chinese word. Users should be aware that Narrator detailed reading is only supported for the Taiwan language pack. The Hong-Kong language pack is not supported with Narrator.

Fixes for BOTH Build 22621.2115 & Build 22631.2115

  • New! This update affects the Handwriting Software Input Panel (SIP), the Handwriting Engine, and the Handwriting Embedded Inking Control. They now support GB18030-2022 conformance level 2. Because of this, they meet the level 3 requirements.
  • This update affects text edit controls in XAML. You cannot edit the controls again after they become read only. This occurs when you use the new Microsoft Input Method Editor for Japanese, Chinese, and Korean.
  • This update affects the Windows Kernel Vulnerable Driver Blocklist, DriverSiPolicy.p7b. It adds drivers that are at risk for Bring Your Own Vulnerable Driver (BYOVD) attacks.
  • This update addresses an issue that affects certain CPUs. There is inconsistent reporting of the L2 cache.
  • This update addresses an issue that affects certain wireless wide area network (WWAN) devices. After every restart, a dialog reappears. It asks you to switch to embedded SIM (eSIM) even when you choose “No.”
  • This update affects user mode printer drivers. They unload unexpectedly. This occurs when you print from multiple print queues to the same printer driver.
  • This update addresses an issue that affects hybrid joined devices. You cannot sign in to them if they are not connected to the internet. This occurs when you use a Windows Hello for Business PIN or biometric credentials. This issue applies to a cloud trust deployment.
  • This update addresses an issue that affects Windows Defender Application Control (WDAC). The issue copies unsigned WDAC policies to the Extensible Firmware Interface (EFI) disk partition. This partition is reserved for signed policies.
  • This update addresses an issue that affects The “Disabled: Script Enforcement” option might create audit events you do not need.
  • This update addresses an issue that affects a printing job. An unexpected Internet Printing Protocol (IPP) mode switch can cause the print job to abruptly stop. This occurs when there is an independent hardware vendor (IHV) driver.
  • This update addresses an issue that affects certain display and audio devices. They are missing after your system resumes from sleep.
  • This update enhances hinting for some of the letters of the Verdana Pro font family.
  • This update addresses an issue that affects the MPSSV service. The issues causes your system to restart repeatedly. The stop error code is 0xEF.
  • This update makes brightness settings more accurate.
  • This update affects Windows Autopilot profiles. The process to download the Windows Autopilot policy is more resilient. This helps when a network connection might not be fully initialized. This update increases the retry attempts when you try to download the Windows Autopilot profile.
  • This update addresses an issue that affects I/O over Server Message Block (SMB). It might fail when you use the LZ77+Huffman compression algorithm.
  • This update makes Narrator announce the “Change product key” label.
  • This update affects the Windows Push Notification Services (WNS). It makes the connection between the client and the WNS server more reliable.
  • This update addresses an issue that affects the Windows Management Instrumentation (WMI) repository. This causes an installation error. The issue occurs when a device does not shut down properly.
  • This update addresses an issue in the Windows Notification Platform. The issue affects how much power your device uses.
  • This update addresses an issue that affects the Defender Firewall Profile. It fails to automatically switch from a LAN that is trusted to a public network.
  • This update addresses an issue that affects Widgets. They unpin from the taskbar when you do not expect it.
  • This update addresses an issue that affects virtual private networks (VPN). There might be excessive Address Resolution Protocol (ARP) requests to the network gateway. This occurs when the VPN is on a wireless mesh network. Because of this, network performance is poor.
  • This update addresses a deadlock in Internet Protocol Security (IPsec). When you configure servers with IPsec rules, they stop responding. This issue affects virtual and physical servers.
  • This update addresses an issue that affects Event Forwarding Subscriptions. When you add an Event Channel to the subscription, it forwards events you do not need.
  • This update makes Country and Operator Settings Asset (COSA) profiles up to date.
  • This update addresses an issue that affects the fastfat file system driver. It stops responding because of a race condition.

[General]

  • [NEW] We’re investigating reports that explorer.exe is crashing on the login screen (with an error pop up) when attempting to enter safe mode.

[File Explorer]

  • [NEW] We’re working on the fix for an issue causing File Explorer to crash when going to Home. If you encounter this when opening File Explorer, you may need to use Search or the Run dialog to open File Explorer directly to a specific folder (for example, C:).
  • [NEW] In some cases, the context menu background in File Explorer may appear transparent.
  • [NEW] In some cases, the icons on your desktop may all go blank. If this happens, using the refresh option in the desktop context menu should resolve it.

[Taskbar]

  • We’re investigating reports that the safely remove hardware icon isn’t appearing when expected in the system tray.
  • [NEW] As a reminder, while the settings for never combined mode for the taskbarare showing up under Settings > Personalization > Taskbar > Taskbar behaviors in this build, they currently do not enable the experience. This will be fixed in a future Beta Channel flight soon.

[Input]

  • [NEW] We’re investigating reports that typing with the Japanese and Chinese IMEs is not working correctly after the last flight.

[Narrator]

  • You may see some of the strings are NOT localized to the selected language. This will be fixed in a future flight.

I've yet to receive any updates for my drivers via Windows Update. 🤷‍♂️
I always do for both the wireless and bluetooth drivers and the AX210 WiFi6E/BT5.2 is something I installed on my own as the Dell XPS 15 9570 came with the piece of crap Killer 1535 Qualcomm/Atheros card.

22.240.0.2 has been out for nearly a month already. Official site is always slow, Driver Support Assistant only shows what's on official site.

Only driver that W.U. keeps pushing is an outdated display driver that I have to keep replacing it with the latest up to date one.
I have not seen any B.T. or Wi-Fi drivers downloading through Windows Update. 😎🤷‍♂️

Just got this issue with a desktop icon turning white occurring on this Beta build.
I only had this problem on Canary and Dev up to now, but it looks like it is happening also with Beta 22631.2115. 😜
I this case it was the Recycle Bin after I emptied it.

I had to hit refresh to get it back. 😉

Which model of the BT/WiFi adapter are you using? Might be because this is WiFi6E/BT v5.2. In any case, the icon did not show up after a reboot. The Intel display adapter only shows up when there is a newer version that is older than the release version that the system never seen before.

@fg2001gf11F - Not sure how it even picks for the WiFi and BT driver for Windows Update because other people have the AX210 as well but I always seem to get it when others don't as seen here in the networking forum, station-drivers and even on laptopvideo2go where I am one of the mods and it seems like I am getting it because I am on a Dell notebook but there was no Intel option for this Dell at all, people only got the Intel replacements either from ebay or amazon because of the sync no surf issues a few dozen times a day with the Killer based Qualcomm-Atheros cards, the Intel cards doesn't have the same problem. As for the Windows Update for video, I have the Intel UHD 630 which is now considered legacy and basically Windows is installing 27.20.100.9664 from June 1, 2021 either when a new driver comes out and I do a complete clean uninstall and remove all previous drivers or when Microsoft has a newer driver than that but older than Intel's current driver which might or might not be true as it did download a 31.x.x.x at one point before it went back to 27.x.x.x again.

Do they even check if the driver installed is newer? 😎

Yes, that is what I mean when I said one instance. Usually what I do is uninstall and check the box that says delete the video driver files, reboot and repeat until it says Microsoft Basic Driver in Device Manager. Then install the latest version and choose clean install, then Windows Update will replace it with the old version within minutes and then I install the latest version on top of it. There is no way I have found to install the newest one without letting Windows overwrite it so if there is anything the version it adds that is still there when I put the new version, it will always be there. The 27.x.x.x version they add has a major memory leaking issue that was fixed in 31.x.x.x.

Nvidia drivers were being force-installed not long ago, I think it was a bug that MS fixed

Nvidia drivers were being force-installed not long ago, I think it was a bug that MS fixed
I have Nvidia on 5 computers, they are never updated through W.U.
I use GEForce Experience or download and install the updates manually.

WU shouldn't even touch it when there is a newer version because all Windows really does is check if the version W.U. installs has been installed before or not. If it has, it won't touch it and if it hasn't, it will install it. Rollbacks may or may not work as there was a new version of driver in eiher 30.x.xx.x or 31.x.x.x that had a black screen problem and unless I uninstall it first, it will have the black screen in all installs after it. I always wondered, has anyone ever got a W.U. forced download for a Nvidia or AMD/ATI video driver?
Agree, W.U. should not reinstall 27.20.100.9664, that same driver has been reinstalled by W.U. for the last 2 years. 🤣🤣🤐
Every time I install another new recent one 31.x.x.x, W.U. pushes back the same old one 27.20.100.9664. 🤬

That works too. But I don't want to stop all the driver's updates, just the one that should not be going backward. 😉

Disable automatic driver install from Group Policy​

Alternatively, you can use the Local Group Policy Editor to stop the operating system from installing driver updates. However, this option is available only on Windows 11 Pro, Enterprise, and Education.
To disable driver installs automatically with Group Policy, use these steps:
  1. Open Start.
  2. Search for gpedit and click the top result to open the Local Group Policy Editor.
  3. Browse the following path:
    Computer Configuration > Administrative Templates > Windows Components > Windows Update > Manage updates offered from Windows Update
  4. Double-click the “Do not include driver with Windows Update” option.

That works too. But I don't want to stop all the driver's updates, just the one that should not be going backward.
I have updaters that do exactly what I need them to do without any external assistance. :-)

A few minutes ago, I updated the Intel PROSet Wireless Bluetooth Software Drivers to v22.250.0.2 WHQL which was waiting for me to install in Windows Update and the Safety Hardware Removal icon showed up in the far left of the system tray instead of the overflow where I had it before.

i got the same update just 20 mins ago from windows update and a Cumulative Update KB5028251 for Windows 11 Insider Preview 10.0.22631.2115 even through i have the same Cumulative Update update installed already
