KB5031354 Somebody MUST have a solution....

Then, because I'm stubborn I tried to install it from the catalog.
I have to agree with you ;-)

Have you tried what @POLYSIUS has suggested in post #38? There could very well be a program that is
interfering with MS update. Worth a shot.

I also have say that, allot of noise on the net about this update not playing well this month. Some have
uninstalled it and will be waiting for the next round of updates to see if it resolves the issue.

I guess we also suggested to perform :
sfc /scannow and
DISM.exe /Online /Cleanup-image /Restorehealth

from a admin cmd line? If not, (I haven't re-read the whole thread , sorry) then, pls do so.

My friends...
Today I took time to try to solve my problems with the mentioned updates....

In the end, I could install and solve and I will tell you the steps taken to solve it.

Following @Flashorn advice I hid the update from Windows Update using wushowhide
Following @POLYSIUS advice, after restarting my PC for the first time I made a Clean Boot
After that, I installed the update from the catalog

Abd that made it, now i don't have the update appearing in the windows update and it is finally installed.

Thanks everybody for helping me....

Nice to hear that your problem is solved. But keep in mind that you have installed a 3rd party software that can give you trouble in the future!
