W11 22H2 & 23H2 are considered the same Windows release, both share the 22H2 Language Packs & Features On Demand ISO.

21H2 - separate ISO
22H2 & 23H2 - share the same ISO
24H2 - separate ISO (not officially released to the public, searchable online)

From within Windows?

  1. Select Start > Settings > Time & Language > Language.
  2. Choose a language from the Add a language list under Preferred languages, and then select Options.
  3. Select Download from the Download language pack option.
  4. After the language pack is installed, select Back .
  5. Choose a language from the Windows display language menu.

I am looking for the language pack for windows 11 - 23H2 (es-eu ) Basque, but its not available on the oficial .iso
Maybe some glitch from Microsoft?

Windows ISO is available in 38 supported languages, and the Languages ISO only includes the same language files.

This PowerShell script will allow you to download language files for several of the missing languages.
