Use Rufus to create the USB flash drive. Once it detects is a Windows 11 ISO, it will show you check boxes to bypass compatibility check. Check them all and proceed to create the USB.

That works only for upgrade. For a new installation you have to boot from the USB flash drive and import the keys in the Registry, unless it is already patched by Rufus.

To improve chances of success, disconnect from the internet until the upgrade is complete. Also disable or uninstall any third-party antivirus, antimalware and firewall. Disable all startup apps and non-Microsoft services to make sure none interrupts the upgrade. Also if you have more than one GPT hard disks (over 2TB), disconnect them and leave only the Windows disk.

Despite all this, the in-place upgrade still fails.

When running with /product server, the setup started but failed at the SAFE_OS / MIGRATE_DATA phase with error:

0xC1900101 – 0x2000D
The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation

When using Rufus USB, it still complained about TPM 2.0 (unless I do a clean install, but I need to keep apps).

Event Viewer shows TPM-WMI errors related to Secure Boot variables failing to update.

So at this point, every method either blocks at TPM 2.0 check or rolls back with the 0xC1900101-0x2000D error.

Does anyone know a reliable way to perform an in-place upgrade on unsupported hardware (no TPM 2.0, legacy CPU) for 24H2/25H2?
Or is clean install the only option left now?

Have you disconnected from the internet? Have you disconnected all other disks and leave only the Windows disk? Also remove any external devices.

Mount the ISO (aka Open with File Explorer). See which drive letter is the virtual DVD with the files. Say it is D. Open a Command Prompt as Administrator and execute this command:

D:\setup /product server

Replace D with the appropriate drive letter. Make sure you type \ and / correctly or it won't work.

SAFE_OS errors typically indicate an incompatible device driver can't be migrated.

In that case disconnect all external devices, then open Device Manager and disable all non-essential devices such as sound, network, WiFi, Bluetooth, webcam etc. You can enable them again after the upgrade.

According to Microsoft, the error code 0xC1900101 – 0x2000D means the installation failed due to some incompatible driver. Do as I suggested in my previous post. Remove all external devices and disable all other devices not needed to upgrade, so Setup won't try to install any drivers for them and won't fail. There is a reason we suggest these precautions. Don't overlook them. Been there done that before you, so I share my experience. Just do it, nothing to lose.

That's where the files originated.

As fewer and fewer members use TF the files may be able to be available on EF.
