Could be many reasons. I've no real answer but some questions that might help.

Is the battery the original Dell one or is it a 'third party' replacement?

Has the battery shown any signs of failing in the run up to this happening?

Is the AC adapter the original Dell one?
Dell use 'coded' mains adapters that are identified by the laptop. Generic 3rd party replacement mains supplies will usually not work.

You could try removing the battery and then press and hold the power button for a few seconds (after first disconnecting from AC mains). Refit the battery and retest.

Dell LED fault info.

@Mooly thanks for your reply.
dism/online/cleanup image/restoreHealth was taking a lot of time.so I closed it by pressing X button.and try to restart laptop so that when my laptop restart,it will run dism command smoothly.but during laptop restart,
it was restarting........restarting......restarting........restarting.i mean it took a lot of time.so I unplugged this Laptop and removed the battery by hand.
but when I was inserting the battery back into this laptop.it stuck to one corner and to the other corner, it went smoothly in its place.
so I applied force to remove the wrongly inserted battery again.It was stuck very hard to one corner lenghtwise.I applied more force to remove it,and the battery removed.Again inserted this battery. But now its not working.
i removed and inserted it several times but the battery is not working.
PLz help.
yes this battery is original dell battery,

Is this the original battery from 10+ years ago? If so, simply replace the battery with a new one, or invest in a completely new laptop.
Dell Latitude E 6420 With DDR3 RAM is a very old machine.

@zbook
i think the problem may not have been caused by electricity fluctuations.
i think I applied a great amount of force when I try to re-insert the battery into its place.
i heard very small voice of clutch while inserting the battery.
i think some tiny amount of connections might have been damaged.but I may be wrong.not sure 100%.

Highly possible.

About 20 years ago... I had a screwdriver slip, and kill a whole motherboard.
I was putting a lot of pressure on the screwdriver. :(

If the laptop works without the battery then charger is functioning correctly. Take a cloth with a bit of rubbing alcohol on it (or some on-the-go alcohol swabs), and clean the metal contacts that connect your battery to your laptop.

Make sure to install all Windows important updates.

Install latest versions of your laptop device drivers you can download the latest device drivers from the device manufacturer or from your laptop manufacturer website.

Step 1

1. Shutdown your laptop.

2. Remove the battery.

3. Connect the AC power adapter to your laptop.

4. Power on the laptop

5. Open the Device Manager by typing Devmgmt.msc into Start Menu or from Control Panel.

6. Under the Batteries category, right-click all of the Microsoft ACPI Compliant Control Method Battery listings, and select Uninstall (it’s ok if you only have 1).

If the battery has been replaced in the 12 years of the laptop's life, besides being a bad battery,also consider the charging circuitry on the motherboard could be ker-plunk. I've bought a lot of those old Dell laptops back in the day to rebuild and even ran across a case or two where the charger would run the laptop just fine, but wouldn't charge a known good battery. So as someone stated no one can tell you the exact cause.

ir seems to be a good battery because it charges very very fast.
