Has anyone ever compared the component store of a 'good' machine to one that is having issues to see what is there and what isn't?

Could it be processor related? My laptop has an AMD Ryzen 7 5825U with Radeon Graphics, 2000 Mhz, 8 Core(s), 16 Logical Processor(s)
I can't imagine how it would be processor related. For one thing, all of my machines have Intel processors, and two of them have closely related processors, the i5 14500 and the i5 14400. They're both running the same Windows versions, one has the issue, and one doesn't. Also, this only showed up in June on this machine with the i5 14500 processor.

Just tested my 25H2 machines and DISM ScanHealth and RestoreHealth are still completing without any errors so the issue seems to be solved at least until they update to 26H2.
So I ran the command you posted on a good 25H2 machine and my bad 26H2 machine but I honestly have no idea what I'm looking at. Sorry 🤷🏽‍♂️

At this time of the month after 26H2 update both component stores on both computers good/bad should have the same components in the same status. I'm wondering if the inconsistency is coming from a corrupted component that could not be removed due to corruption or disk errors. Components normally get removed near the end of the month automatically by Windows scheduler. Does that happen if the component is corrupted?

Not all that useful, not every system has the problem. Of five systems with Windows 11, only one here has the issue.

My belief is that it's some data in the registry or elsewhere that is not affected by updates or repair installs. I personally don't think the component store is bad, it's just the DISM process has been corrupted.

My belief is that it's some data in the registry or elsewhere that is not affected by updates or repair installs. I personally don't think the component store is bad, it's just the DISM process has been corrupted.
I agree, if you do an update or with some multiple updates with corruption in place it could be almost impossible to fix without a clean install.

Because it depends on your internet speed to download files.

The slower your connection speed the longer it will take.
Whether or not I use my 30Mbps internet or my 100Mbps makes no difference and Task Manager shows CPU, network and disk are never that busy.

DISM works at the system level, not the user level.

Reset the Group Policy Trigger (Common Fix)

Windows has a hidden Group Policy setting that can completely block DISM from contacting Microsoft's servers for repair files, forcing it to look for a non-existent local network server instead. [1]
  1. Press Win + R, type regedit, and press Enter.
  2. Navigate to this path in the sidebar:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Servicing
  3. Look for a value named RepairContentServerSourceon the right side.
    • If it exists, double-click it and change its value data to 2 (This explicitly forces Windows to bypass network policies and pull clean files directly from Windows Update).
    • If it doesn’t exist, right-click an empty space on the right, select New > DWORD (32-bit) Value, name it RepairContentServerSource, and set it to 2.
  4. Close the registry editor, restart your computer, and run DISM /Online /Cleanup-Image /RestoreHealth again.
DISM /RestoreHealth works for me, and this key does not exist in the registry...

This isn't the right GPO for you. It's intended for enterprises which use an internal WSUS server.

By default, domain clients will hit your own WSUS host instead of reaching MS on the open Internet. This is to save on network bandwidth costs since if all clients tried to use MS as their repair source, the traffic costs could be enormous for a company.

None of you have a domain, or a WSUS server. So this GPO has no practical effect.

You can do that with a dism command line switch /limitaccess can't you?
/limitaccess, says don't try any network sources.

The hierarchy for searching for a network source goes into this order:
1. Use a local WSUS server if that value was added to your local registry
2. Use the referenced GPO to override using a local WSUS that is defined for you.
3. If there is no WSUS server defined, use the WU servers
