Try to reset Windows Update as in this tutorial...

If you still have problems, the easiest fix is usually an In-Place upgrade. This will repair Windows, but leave you programs and files intact...

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Go here and get the Windows 11 ISO (use the 3rd option), and save the ISO to your desktop.
Download Windows 11
The ISO must be downloaded in the same language as you are using in Windows, to be able to keep your Programs and Files.

000000 Win 11 ISO.png

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

Still assembled, still runs. Haven't turned it on for 13 years?
I have the same problem, did the reset : nothing was found on the DIM command nor the sfc /scannow.
Tried clean boot, this also does not work, tried manual install, disabled mbam, system cleanup, nothing helps.
I'm a bit reluctant to do the In-Place upgrade, looks a bit risky to me, but I suppose I'll have to try it anyway.

@Cromax : thank you did that, and the same error code 0x80073701 came up, "the reference assembly could not be found".
Clicking on how to solve that.... hmmm ....don't really know what to do. Does it mean that I have to reinstall net framwork 3.5 ?

Did you try DISM /online /Cleanup-Image /StartComponentCleanup .. I had similar issues with previous updates and that helped me but if it doesnt help you, you can turn them off

Dis all above and tried in place upgrade also.
Ran almost to the point it looked like it was ready to install then stopped and said unable to install.
Tried this twice with same results.

So I guess we have to wait for MS to figure it out.
Seems like we are back with Windows 10 all over again.

An inplace upgrade (repair install) is all that worked for me. It took about 15 minutes. Waiting won't solve the problem as the next cumulative will also fail, and all others after that until the problem is fixed. You should not be afraid of repairing Windows. Make an image beforehand and if something does go wrong, you have insurance.

Microsoft Update Catalog
