Win 11...no oobe

Brand spanking new Dell win 11 Home.....In process of exploding and setting up Win 11....did shift+f10 into CMD prompt....
entered oobe\bypassnro .......cannot find oobe path..........CD to system32......did a DIR and there is no
oobe file....no msoobe file.....

Did MS remove the oobe file and we cannot use it anymore...????

Have done this many times over the past couple years.......I always set up computers with local account......
If I cannot get oobe to work.....is there a workaround to setting up a local account without a Microsoft account..???
NOTE: Win 11 is NOT yet installed.....just at the screen to get you on the internet.......

I believe Microsoft removed the cmd file. I think you can just add the reg still and reboot for the same effect

reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /f

BypassNRO doesn't get removed until 25H2 (or if you're on a newer Dev/Insider build).

The file is actually "\Windows\System32\OOBE\BypassNRO.cmd".
The reg command also works, but looking for the batch file is easier to remember.

It's in all Windows editions, look at a mounted Home image from the ISO.

Now to create a local account:

Do not connect to internet

When installing Windows 11 and you reach the keyboard layout screen DO NOT SELECT SKIP.
Hit Shift+F10 keyboard combination to open a Windows command prompt.

At this prompt, type
start ms-cxh:localonly
and press Enter on your keyboard to open a create user account window where you can create a new local user
After filling in the information and clicking the Next button, the Windows 11 setup will continue

Im iin the registrty...at oobe.....how do I handle this.... /v BypassNRO /t REG_DWORD /d 1 /f
I have to create something and then modify it.......I suspect this is shorthand for those who do
a lot in the registry.....but I"m not that good...:):)

Best thing to do is create yourself Windows bootable USB using RUFUS utility to bypass Microsoft Account requirement if you don't want to do that then use start ms-cxh:localonly command which can help bypass Microsoft Account requirement.
