Are you per chance running any 3rd party app that alters the GUI eg:Start 11, open shell, explorerpatcher, etc.
Also, are you running the release version of 11?

I suggest you try
  • another user account
  • Safe mode

If the problem is not evident in Safe mode but is in another user account then reinstall the display driver.
If the problem is evident in Safe mode then try SFC and, if necessary, a Repair install.

Never use third party apps like start 11. I will try the other options and let you know as soon as I know.
