Explorer Taskbar Icon Changes to Match Current Folder

I posted this in another thread, but it seems it didn't get much notice there, so I thought I better just start a new thread.

To be clear, this is NOT happening to me. It's happening to a user I'm trying to help via another forum. The issue is that the Explorer taskbar icon in Windows 11 (build 22621.1413) is changing to match the current folder (see picture below).

I suspect some third-party modifications are at work, but the user claims none are installed. I have already confirmed that the issue does not occur for a new user account on the same machine. And I got a copy of the user's HKCU hive and loaded it on a test machine. I did not see the same issue. So, I suspect the machine in question has something altered in HKLM that, in combination with a setting in HKCU, causes this behavior.

If you have seen this behavior and, most importantly, know how to replicate it, please let me know. Thanks!
