Looking for Group Policy Editor

I am really really frustrated setting up my new computer with Win 11. I've encountered one problem after another usually related to new security settings. That's enough of my rant. Here's one of my problems.

I'm attempting to connect a networked printer to my new machine. The printer is connected to another computer on my home network. It is connected both via USB and Wifi. My new Win 11 computer can't find the printer on Wifi. (My old Win 10 computer in the same location was able to do so.) As an alternative I use the "select a shared printer by name option". This finds the printer but gives me the following error message:

I've done a lot of searching and one suggested solution suggests that I need to change a setting in the Group policy editor. I can't find the Group policy. It's supposed to be in the Control Panel Admin Tools section which I also can't find. I searched for gpedit.msc in the Win/sys32 folder but it isn't there. I do see gpedit.dll. Then a File Explorer search reveals the following:

I navigated to this location and found:
gp1.png
gpedit.msc is found in these folders but will not open.

I'm really frustrated. Can anyone help?

I'm afraid the Local Group Policy Editor is not included in the Home edition of Windows 11.

It's only available in the Pro, Enterprise, and Student editions.

It's only available in the Pro, Enterprise, and Student editions.
I now see that. Searching for a solution, I found a program called Policy Plus that purports to serve the same function as GPE. It is said that it operates similarly to GPE but I can't find the options that will modify the "Point and Print Restrictions" policy.

I'll continue to search.

You could simplify matters by upgrading to Pro.

There are cheap keys available, like a seller's link off Guru3D. (Not a piracy site.) I don't know the origin of such keys, but they appear to work, and I've not heard of them ever being blacklisted. (They aren't illicit MSDN keys.)

Many entries of group policy can be changed by register settings as well.

You might have a look at this site, where there is a list of available registry entries for changing things described to be changed by group policy settings:

Just to make clear: it has been somewhat longer ago that I used the list, because I nowadays have a Pro version of Windows 11.
So I can't garantee that the commands are (all) correct.
Besides that: many commands only function in other (older) Windows versions. That would be specified like:
"Microsoft Windows Server 2003, Windows XP and Windows 2000 operating systems only" or "Windows Server 2012 R2, Windows 8.1 or Windows RT 8.1 only".
