Reset PC did not Wipe Start Menu Entries

I recently did a Reset PC -- Keep Files.
Today I noticed that all my old entries attached to the Start Menu --> Programs are STILL there... just empty folders.
Did something go wrong during my Reset PC??? Not sure why those wouldnt have been wiped since all apps & settings were to be removed.

So 2 questions..
1. Is this normal? Were these supposed to have stayed?
2. Can I just manually delete one by one the empty folders?

Resetting your PC (or using Fresh Start) will remove most of your apps, including Microsoft Office, third-party anti-virus software, and desktop apps that came pre-installed on your device. You will not be able to recover removed apps, and will need to manually reinstall these apps.

As to why these apps weren't cleanly removed from the start menu during the reset I can not say for sure, possibly some corruption of your user account. I have never done a reset as I restore images instead, but it has always been my understanding that after a reset one sees a new file on his desktop listing all the apps that the reset removed.

You can cleanup the empty folders from the start menu before reinstalling your apps. When you reinstall apps the folders will be created correctly.
