Does anyone know how to get this to work for pinned taskbar items in Windows 11? The number of pinned/open apps shrinks to some default number no matter what I try so more recently pinned items disappear upon reboot. This is everything I have pinned/open right now but even if this number of items is pinned (filling the taskbar) on reboot I'll lose about 5 of them.

Every search I do, no matter how I word it, comes up with this regedit solution and other answers which doesn't seem to address the taskbar icons. Any help greatly appreciated!

You are correct. The taskbar will hold a set number of pinned items unless you use some third party tool like ExplorerPatcher.
I do not like to use a third party tool so what I did was to similate the old Quick Launch and it works well for me as my overflow.

1. Create a new folder In C:\Users\glass\AppData\Roaming\Microsoft\Internet Explorer\. Name it Quick Launch

2. Make a shortcut to this folder on your desktop, but put the words C:\Windows\explorer.exe in front of its path.
like this- C:\Windows\explorer.exe C:\Users\glass\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch
(I used Option 9 in this tutorial on how to pin a folder to taskbar) Pin to Taskbar an App, Drive, File, Folder, or Site in Windows 11 Tutorial

3.
Right click on the desktop shortcut, properties and assign it an icon. (I use customized icons and made it a heart, but in the list of Windows icons the star is a good one.) Put whatever shortcuts you want into this folder. You can delete the shortcut to this folder on your desktop if you wish.

4. Right click on new icon and pin to taskbar.
Once it's on the taskbar you can drag any shortcuts you want into the folder, make your own shortcuts inside the folder or put files in the folder.
