If I was to upgrade my hardware with a new motherboard and cpu , I will also need to do a fresh install of Windows 11 ? This is the only way?

I have managed to extract my Windows 10 Pro Product key from my current Windows 11 installation, can I use this to activate my new build with a fresh installation of Windows 11 (should this be required) ?

You should be able to just do the hardware upgrade, then run the "Activation Troubleshooter" to activate Windows on the new hardware.

I would probably do things in this order.

1. Upgrade the hardware. Completely disconnect the internet.
2. Install the new motherboard's drivers.
3. Install Winaero Tweaker and use it to block driver updates included in Windows updates.
4. Rehook the internet.
5. Run the Activation Troubleshooter.
6. Then run Windows Updates.
7. Then make a full backup.

    Still assembled, still runs. Haven't turned it on for 13 years?
I recently did the exact same thing, new motherboard and CPU. I figured I'd just turn it on and see what happens. It booted straight into my current Windows install without any problems, even activated without any calls to MS or running the activation troubleshooter. Just had to clean up Device Manager for a couple of drivers. I did disconnect internet and install the chipset drivers right after it booted.

You could also clean install, up to you.

My Windows 11 says Activated and Windows Is Activated with a Digital License under System> Activation. I have a green tick inside a green circle...

If the last 5 digits of the key are 3V66T (Pro) or 8HVX7 (Home) then what you have found is a generic key that will not activate Windows after a hardware change.

OK so I will link my digital license to my MS Account before I do any hardware changes , yes the Key is the first one for Pro, ends in that format..
So will I be able to active Windows 11 at all if I change my hardware? I also have a Windows 7 Ultimate Signature Edition DVD with a product key inside the cover.

If not I can buy a Product Key online for cheap can't I? Do you recommend any particular website for valid product Keys? or is this not within the rules of this forum?

"Cheap" - no such thing officially. Yes they exist, but you take your chances whether they work (and even if so, how long for) or whether your money is down the drain.

If your digital license is linked to your MS account before the hardware change, then yes, you will be able to activate Windows again. If you loose activation then run the Activation Troubleshooter and select its 'I changed hardware on this device recently' option.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

That's a relief thanks for this advice I will follow it if I decide to go down this path ..

Absolutely. I certainly wouldn't be buying anything at this stage until ALL avenues of possible activation (and there are several) are exhausted.
