Upload Bandwidth on Windows 11 laptop capped at 0.5 Mbps

I'm running out of ideas here. Been scouring the forums all morning looking for a solution to this.

The upload bandwidth on my Windows 11 laptop (and only my Win11 laptop) seems to be capped at 0.5 Mbps. It should be around 4 Mbps. All other devices on the network have resulting speed tests around 4 Mbps. I don't believe this has always been the case, so I'm guessing there was some kind of software change that has caused this issue.

Here's what I've done so far:
Reset Network Settings
Monitored upload bandwidth usage in Task Manager when I know there is no activity and verified Send is usually 0 Mbps.
Looked for and verified that Killer is not the issue. It does not appear in Programs or Services
Disabled Large Send Offload V2 for IPv4 and IPv6 in network adapter properties
Issue occurs on wireless and wired connections

Wired network adapter: Intel Ehternet Connection (6) I219-V
Wireless network adapter: Inter Wireless-AC 9560 160MHz

I'm stumped. Thanks for the assist.

Kind of. I removed anything that was there. Same speedtest results. These are my current settings:

I have verified that Dell SmartByte is not installed either in programs or services.

I removed anything that was there.
Did you reboot the router after making the changes?

My thinking is that if both network connectors are affected, then it must be either the bandwidth provided by your router to that particular machine (and therefore ip address), or maybe a problemmatic firewall setting or other device problem (malware?) which is affecting the connection speed at the client pc end.

Make sure you don't have your network settings as metered.

Router has been restarted since clearing out an QOS settings. Metered connection is off for both ethernet and wireless connections.

Any more ideas guys?

Do you have any third party software on that particular machine which might be sending data and using up part of your bandwidth? You can test this (I understand) by starting in safe mode with networking, and testing speed with no third party software involved. However, it is not recommended to run a browser in safe mode because normal protections are not in place, so you would need to upload a large file to another machine on your network, and time how long it takes.

No, no third party software that's taking up the upload from what I can tell. When monitoring network traffic in task manager when idle, there is generally 0 Mbps send activity. Same results when booted into Safe Mode with Networking. I've even looked through the entire list of started services looking for a culprit but no luck there yet.

Something very interesting I noticed today:

I was syncing up a local folder to the cloud using MegaSync and I noticed in Task Manager that the upload rate was hovering around 4 Mbps (which is where it should be).

I then ran a speedtest at speedtest.net and the upload rate was will below 0.5 Mbps.

I then ran a speedtest at fast.com and got an upload rate of nearly 4 Mbps.

However, speedcheck.opg agrees with speedtest.net.

I don't know what to believe, but I think I trust Task Manager above all else.

Thoughts?

Your ping (therefore latency) seems high. You could try pinging your router to see whether the problem is at your end:
Open a CMD window as administrator. Type ipconfig and note the ip address in the last line. Then type ping followed by your default gateway ip address:

Compare the ping time with that from other devices on your network.

For me, on Speedtest.net the ping time (round trip to the remote server) is between 6ms and 16ms depending on whether I'm using cable connection or wifi. I understand that anything under 100ms is considered fine. If the speedtest ping is a lot higher than your local ping to your router, it suggests a problem with the ISP rather than on your network.

It is still possible that you have malware on your pc, and it might be worth running malwarebytes to look for adware and other problems, if you haven't already.

have you looked at the settings in Device manager
Ethernet --- Duplex setting
WiFi ---- preferred bandwidth

I'm actually performing a nuke and reload of the laptop today. I had other issues like main system updates failing and odd behavior going on with file explorer under one of the profiles. I'm tired of dicking around. I'll let y'all know of the results!
