Can't add Weather widget

The weather widget is not showing in the Widget panel, but I do get the weather info in the taskbar. Attempting to add the widget I get an error "unable to pin widget at this time"

I've tried uninstalling and re-installing the Web experience pack

So this started a couple weeks for me and I was really hoping that it would be resolved by now but it has just gotten worse. Without giving all the small details and boring the heck out of everyone... basically the widgets work for the most part. Every once in a while it will crash when...

It doesn't crash though, it just says the widget can't be added.

The thread title was not mine, as I was not the OP and I didn't refer to any crash in my post.
