Solved "Class is not registered" , error 0x80040154


@Bug locker It looks like your SSU versions are mismatched under those COM keys, could you please run the following command from an elevated command prompt?

I guess 2 but if you know please tell me exactly :

1) Wrong permissions at registry keys.
2) Wrong versions of Windows at the registry.

This is just my guess, but from what I am understanding, it looks like what he was saying is the service stack updates were not matched correctly in the registry, which caused windows to not know how to even begin to look at doing a repair or sfc scan due to the version mismatch. And then it looks like he reset the permissions of the keys, took ownership and replaced them with the proper keys/versions in order to fix it.

But yeah that's a bit over my head a little but I think that is a general sense of what was done.

It was the SFCFix version which worked, both fixes were the exact same but SFCFix handles the permissions differently to FRST as shown in the SFCFix completion log. I'm glad I managed to save you from doing a complete clean install.

1) Wrong permissions at registry keys.
2) Wrong versions of Windows at the registry.
The permissions were fine, they were set to their default, FRST just couldn't update them because it wasn't running with the right access token so I used SFCFix instead to overcome that issue.

The reason why DISM didn't work is partially explained here: Understanding DISM / Servicing Stack Interaction

However, in a nutshell, those registry values weren't referencing the actual version of your servicing stack, which is basically responsible for handling any changes made to your Component Store e.g. the WinSxS directory.

Well, those 3 registry subkeys which I fixed. Honestly, I've done fixes which just involved deleting one registry value.

And what could be the responsible of that ? An app ? A registry tweak ? Other ?
It could be anything, programs which do registry / file system monitoring e.g. antivirus programs or anything which attempts to block certain updates. I've seen a couple of Windows Update blocker tools achieve their "blocks" by deliberately breaking parts of the component store or turning off certain services without actually informing the user of what changes they're making in the background.

How did you learn this? Any Idea where can I learn it? I might just need to tinker to learn it I suppose. This would save my butt a lot, especially at work with critical infrastructure. Maybe I am just overthinking it.

Yeah I remember him, he used to fix lots of activation issues as well from what I remember?


Well, those 3 registry subkeys which I fixed. Honestly, I've done fixes which just involved deleting one registry value.


It could be anything, programs which do registry / file system monitoring e.g. antivirus programs or anything which attempts to block certain updates. I've seen a couple of Windows Update blocker tools achieve their "blocks" by deliberately breaking parts of the component store or turning off certain services without actually informing the user of what changes they're making in the background.

Last time before the problem begins i did these :
1) I was define file types with File Types and Default Program Editor. But i do this even every day because they change easy.
The DPE in the deep past and at another PC past gave a general crash after a "Restore Backup". Cant boot , cant fix , cant image backup , so only a clean install works. Right some times when i do the same to current PC problems appears like task bar not work or start menu not work. Anyway after a log out or restart become workable again. E.g right now .bat files are broken and i will fix it again. So i think the DPE is a "suspect".
2) I installed the latest stable version of powershell. I didnt see some problem.
3) I installed powertoys. Before few days i had installed again and it brokes my keyboard. Finally i fix it with restoring an image backup without powertoys. I think is the 2nd suspect.

I I say this so that a user who has the same problem can check if he has recently installed one of them.
If you are not a software engineer you should consider whether you should become one.

Anyway , thank you very much. You saved 2 years of work , and i need a workable 100% every day.

About the cause.
In order to fix define .bat file type , i used again File Types and DPE.
And the problem appears again. So 1 of these is the cause. Thats for other users with the same problem.
I fixed it with the same way. I will do some tests in order to specify which of 2 is the cause.
I will update if i made it.

Yes.
1) DPE
2) FileTypes

So i got one final conclusion after the expirements.
The problem appears when the user perform a restore with DPE.
I tried to stop use and delete the DPE , but then i have problem with the .bat files. I cant run them.
Right now i use again the DPE (but never perform again restore) , but still i got problem with .bat files.
Update : .bat files issue solved with File Types.
I fixed to run them with double click. But there is another problem :
