    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Beta as native boot vhdx.

except i havent installed it. the pic is from winpe cobbled from the installation media. It was getting a bit chunky so I left out wow support.
I used the 64 bit version of imagine to take the pic. It is quite handy little program, runs even in bog standard winpe.

I used DISM on the ISO I downloaded and it clearly indicates 22621.2428.

No problem as I can symphasize with the eye thing and I should have made the link more obvious. Hope all the suggestions and help from people in this thread lead to success in resolving this odd problem.

OK, so as a test, I mounted the 22631.2506 ISO I got from UUPDUMP and ran a repair-install. My presumption was that if the ISO was bad, the install would fail. But it did not. It ran all the way through. Looks like I will have to explore the 22621.2428 option and see if that works.

There's several earlier threads on this, including one where the idea that MS had "blocked" Local Account installation for 23H2 was put up for discussion. Apart from other comments on that thread, I'd commented twice on the ability to use UUPDUMP to generate an ISO for 22631.2506 for inplace upgrade or clean install. I'd done that using UUPDUMP.CN, with normal success, no interference or difficulty in using a Local Account when trying a clean install.

I also used a direct download ISO from MS to test this as well. MS is offering an ISO 22631.2506 (I know Brink has said this is 22631.2428, but the clean install I completed said 2506 in Winver). Used Rufus to translate both ISO's (UUPDUMP and MS site) onto a USB for Setup, both inplace and clean, with no interference on choice of Local Account for the clean install.

This was over a week ago now. I haven't needed to try again of course, but I wonder why this issue keeps on running in new threads ?

I was on 22621.2506 (22H2 - local account). I just ran the "Enablement Package" and poof, I was on 22631.2506 (23H2)

There's things in 23H2 that I don't have... like Copilot, Gallery, etc. That's due to being on a local account.
And no... I don't miss them. :D

It is 22631.2428 on the ISO, but if you are online and let Setup check for updates during the install it will download and install the .2506 update.

I don't use Rufus, there are some simple fixes to run Setup on unsupported devices, or to be able to skip connecting to the internet and to use a Local account. I've recently tested a clean install of the 22631.2428 ISO on an unsupported device. I found that all the usual workarounds for 22H2 still work for 23H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Beta as native boot vhdx.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 4GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro, plus the Insider Beta, Dev, and Canary builds as a native boot .vhdx.
Not able to do much today as I had my bi-monthly eye injections. They coat the eyes with a gel that is a topical anesthetic -- so it's all a blur until that dissolves. I typed this up yesterday when I could still see.

With some difficult, I was able to read your post -- so I tried the UUPDUMP thing with the same item, but when I run the script, all it does is download about 700MB of Windows Update files. It does not create an ISO file. So, how did you download the ISO file?

When you run the xxxxxxxxxx.cmd file to create the ISO, you have to wait until it tells you it's done.
It will "look" like it's done, but it really isn't.

What's the exact link you're using to download the... package?


This is the link you want to use... for the non-Insider version...




Choose these options...

And when it’s done, it’ll say “Press 0” to finish and close the powershell window.

@Mark Phelps and anyone else...


Starting in post #57... when you run the uup_download_windows.cmd from UUPDump, it opens a Powershell window with a BLACK background. This is the download phase of the operation.
It's downloading all the pieces it will need to build the ISO.

Then during the ISO building phase, the Powershell window background turn BLUE, and it builds the ISO.
When it's finished you will see this (YELLOW box)...

When this particular ISO is built, it will be 5.8GB and it took 45 minutes to complete on my computer.
This is what the ISO will be called...

22631.2506.231018-1809.23H2_RELEASE_SVC_PROD3_CLIENTPRO_OEMRET_X64FRE_EN-US.ISO
This is the Windows 11 Pro x64... 23H2 ISO.

This ISO is up-to-date and includes the Enablement Package, and the "Servicing Stack Update".

Could I just ask for a quick test from anyone who has created a 22631.2506 image?

If you could simply mount that ISO image by double-clicking it, then run the setup.exe located at the root of that image. All I want to know is whether setup starts up successfully for you. Once setup starts (if it starts that is), you can cancel setup, no need to go any further.
