The 23H2 update is by an Enablement Package. 22H2 and 23H2 share a common set of system files, which is why DISM reports the build of the ISO as 22621. But the ISO does include and will install the 23H2 Enablement Package - you'll get, as I did, 23H2 when it's finished installing.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. Can you post a screenshot of your diskmanagement? I am confused because your Drive 4 Partition1 is a ESP-Partition and your Drive 3 Partition1 is an EFI Partition as well. Your Installer doesn't detect that!
If you have a 2nd working OS on the PC you don't need any USB-disk. After downloading the ISO, extract that and reboot into the Recovery. Then you start the command prompt, navigate to the extracted ISO folder and type setup.exe.
You can delete all partitions on that drive. Do not use a 3rd party Partition Tool.
I also believe that your BCD is totally corrupted.

That's not what I get when I run DISM on the Win11_23H2_English_X64.ISO file; instead, I get 22621.2428.

Correct, but it will install the enablement package for 22631.2428 (23H2).

If you have a 2nd working OS on the PC you don't need any USB-disk. After downloading the ISO, extract that and reboot into the Recovery. Then you start the command prompt, navigate to the extracted ISO folder and type setup.exe.
You can delete all partitions on that drive. Do not use a 3rd party Partition Tool.

Drive 4 is a different format from the others.

The installer sees drive 3 because at first, it shows it as unallocated and allows me to request reformatting it. Then, upon restarting the installer, it sees the new three partitions on the drive.

I don't understand what you're saying about booting into recovery. I did my prep work in Win11 Beta. So, if I boot into that and then go into Recovery, won't any mounted ISO then install over Win11 Beta?

Are you saying boot into Recovery using the ISO file? I don't know how to do that.

The third party tools work fine and have for years.

The BCD may very well be corrupt as I have no way of checking that.

Got the ms iso download. I havent installed it, but I have created a winpe thing. It shows 22631.

I will boot into the winpe and post a screenie in a minute

It's certainly taking a LOT longer than the same activity last Fall -- when I did the last clean-install. But, it only takes a few minutes to restore Win11 Pro from MR backup so when I get fedup with the problems, I can restore than and use it again for a while.

I used DISM on the ISO I downloaded and it clearly indicates 22621.2428.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.
