How to create a new text file in build 22621?

I have upgraded from build 22000.1817 to 22621.1635 and the option to create a new "text document" just disappeared. In 22000.x builds it was available here:

Can it somehow be re-enabled? Using the right click context menu or the new Alt+F-W shortcut does not solve the problem.

The right click menu, does have that option.
On my comp, I went back to the Windows 10 version of the right click menu, with this registry patch...

It seems that with 22H2, Microsoft decided, there's only certain places that we will want to create a new text file.

It doesn't matter. The result will be the same no matter how you got to 22H2.
Microsoft changed it. There were posts made about it, buried somewhere on the forums, when it was first noticed.

You can no longer create a new text file from the top left of File Explorer, or from the C:\ (Windows) drive.
You CAN create new text files on all other drives and partitions, and on the Desktop.

The best workaround I have found so far is to use File Explorer with Ribbon instead of of the default one. I have seen it reported that the "ribbon" version of File Explorer was not available in earlier 22H2 builds but it definitely works ok in 22621.1635:

Alt+H - W - DownArrow x 3

For some reason "Shft+F10 - W - T" does not work consistently but "Alt+H - W" is reliable.

I do not want to have images embedded in the post. This makes it difficult for those who have slower internet connections. Also, in cases (like this one) where images are optional and only provided to add clarity it does not make sense to have them embedded and obscure the text.

Update regarding "Shft+F10 - W - T" in File Explorer with Ribbon:

a) it only works if a text file was created earlier with "Alt+H - W" and later deleted.

b) it will not work after the Explorer has been closed and subsequently restarted (until another text file is created with "Alt+H - W"and then deleted).

So, in short, "Shft+F10" is rather useless, but "Alt+H - W" works all the time.

Yes, I noticed that too, when I installed 22621.1635. I was able to create Word, Excel, and Power Point files, but not a "text document". However, I just installed 22621.1702 and the ability to create a "text document" is back. Well, almost. It seems that now, on the "C:" drive, and in many of the folders on the "C:" drive, I can only use the "New" selection to create a "folder". Maybe it was always that way and I just never noticed.

Yes, it's been that way for donkeys years for folders with limiting permissions and for the OS drive's root folder.
MS have messed things up at least once though so maybe there's been a recent recurrence.

At some stage during Windows 7, an update allowed users to create files in the OS' root folder.
It was at least six months before another update returned things to normal.
