ps1 file no longer launching powershell from desktop after 22h2 update build22621

The .ps1 file properties says it opens with notepad now. How can I change it to start powershell?

Open Settings, Apps / Default apps
Search for file type ".ps1". Select a default app for .ps1 files -> Choose an app on your PC.

\Windows\System32\WindowsPowerShell\v1.0\powershell.exe
or
\Windows\System32\WindowsPowerShell\v1.0\powershell_ise.exe

Forgot to mention.
I used to right click the icon and choose run as admin...
but that option is gone now
How can I launch it with admin?
