Funnily enough I just had the same issue this evening. I had to open the start menu and use the search box at the top of that instead.

If you right click on the Taskbar, you should be able to see "show search button". Check mark it.

Go to Services and search for Windows Search. verify that it is Running and on Automatic.
If not, double click on the service to bring up it's Properties. Click Start and choose Automatic
from the drop down menu. Click on Apply and OK.

I have my taskbar on the top and have been since 7 and I really missed it on 11 so,
SAB it is. The only setting I have set is the taskbar and kept the Start button on 11.
