A list of recent folders, not a Recent Folders shortcut to a list of recent folders

Is there any way to cause Windows 11 to provide a list of recently used folders when Windows Explorer opens?

Is there any way to cause other programs to provide a list of recently used folders when doing an [Alt] [File] [Open]?

Natively? No!
It would require the aid of a 3rd party app.
QTTabBar Explorer Enhancement Suite comes to mind...,
middle click on the Desktop gives you a list of recent files and recent folders(tabs)...

No, but you can pin it to Quick Access. Use the run box to open shell:::{22877a6d-37a1-461a-91b0-dbda5aaebc99} Click the three horizontal dots and you get the option to "Pin to Quick access". Otherwise, this works:
