Solved Adding users to Windows 11

I have a new (to me) desktop that was running Windows 10. I have tried to add additional users but the Settings option refused to let me and said I had to use Control Panel. I tried that but it just sent me back to Settings which told me I had to use Control Panel.............
I have now upgraded to Windows 11 in the hope that the problem would go away but it is still the same. What can I do, please?
The Windows 11 version is 22H2 (22621.2215).

I upgraded to Windows 11 by using the ling in Settings-Windows Update.
I'm not sure what kind of account I'm trying to add, I'm just doing the same as I did on my Windows 10 Laptop. I'm using Settings-Accounts-Other Users- Add Account and then I get the attached screenshot. If I go to Control Panel and try to add a user there, it just sends me back to the Settings screen where I was before.

A Microsoft account is the one with the email address.

Your screenshot indicates you are trying to open Local Users and Groups (lusrmgr.msc) in the Windows 11 Home edition which is not supported in that edition.

You should be able to use another option to add an account though.

Did you do a clean install of Windows on this "new to you" desktop?

If your Windows is activated with a digital licence

then I agree with NavyLCDR, do a clean install instead of trying to diagnose & fix this particular problem [which might turn out to be one of many].
Clean Install Windows 11 - includes local account method - ElevenForumTutorials
The tutorial now uses a new Local account method. When I last did it I used the method discussed here

Thank you all for your replies and for trying to help me.
I have received a message from the Microsoft Community:

Hold down Windows + R keys, then type in netplwiz and hit enter. When launched, click on "Add", and you can add from there. If the new user has a Microsoft account, you can type in the email address from there. If you want to create a local user instead, click on the bottom where it says "create an user without a Microsoft email".

This has worked for me and I have set up a non-Administrator account for my Wife.

I shall have a look at doing a clean install.
