Hover Tooltip Flyout Description Inconsistency

This feature always bugged me but now Im trying to see if theres a way to fix it. When you hover over files/folders it shows the flyout tooltip/description but only for like 2 maybe 3 multiple hovers then it stops displaying the tooltip. This rubbish is so annoying. I always have to hover the mouse cursor off the file then back on so it gets displayed. Is there like a setting in registry or something to make it so it always shows the flyout tooltip everytime you hover over multiple file/folders?

I've been trying to figure that out for ages...

The only thing I've come up with so far is that, when you float over to the next item, if any portion of your mouse pointer is anywhere near the mouse hover tip dialog box, it'll freeze on ya!



It's almost as annoying as the fecking jumping hover tips, that cover the Close button, on UWP Apps!!!

90% of the time, if make an effort to keep my pointer clear of the hover dialogs, it usually transitions smoothly.
The anomaly is worse in Details View!
