Defender should be installed already, it's part of Windows. One reason it could be missing is if you have installed a 3rd-party AV. Doing so will disable Defender. You can't run two AVs at the same time.

Unless you have some modified version of Windows, or been using some dodgy scripts to remoove/disable it it is virtually impossible not to have Defender as it is a core application.

Reinstalling Windows from scratch is your only realistic solution.

I see. in that case I'll just go with a 3ʳᵈ party AV. Is Avast the absolute best compared to all others in detection rate?

No, there is no single clear ''best'. Almost all, including Defender, get ranked equally with a top score of straight 6's here:

Avast, AVG, Kaspersky, Defender, are a few AVs that can detect fileless malware, some better than others.

I would be more concerned why PC does not have Defender. Who knows what type of malware e.g. keyloggers have been installed already. Personally, I would not take the risk and teinstall from scratch and then change all online pssswords e.g. to bank, ebay etc.

Paranoia ? Maybe but can you afford to take the risk?
