How to stop a minimized image from popping to the screen when opening another image?

When an image is minimized and I open another image both of the images appear on the screen, the first one (minimized) would be in full screen, and the one I just opened would be small, is there a way to stop a minimized image from popping to the screen when opening another image?

EDIT: This also happens when having an image open not necessarily minimized.

I don't guess I'm sure of what you are wanting. I use photos app for my images. My images open using about one third of my screen. The first screenshot below, I opened an image and manually maximized it. I then opened a second image which opened using one third of my screen and is on top of the first image. The second screenshot I opened an image. I did not maximize it. I then opened another image and the images were stacked. It has always worked this way for me.
Screenshots of what you are seeing would help us understand what you want. As @hdmi said, maybe you are referring to the filmstrip.

Screenshots of what you are seeing would help us understand what you want. As @hdmi said, maybe you are referring to the filmstrip.
The Filmstrip is for another thing which is now solved and belongs to the post which I linked above.

As for this post it's a different matter, it's about the behavior of Photos when I already have an image open and open another image they both popin the screen, which personally find annoying as it can cause confusion sometimes, having an image minimized means it should remain minimized, with Windows 11 having an image minimized and opening another image makes confusing behavior by making that minimized image appear to the screen and showing the image that you just opened go small, I'm going to make a video.

Yes that's what I mean, how do we stop Windows from doing that if possible?

Sorry, but I'm not aware of a way to stop it's behavior using Photos app other than to use another photo app for opening the second picture or to use another app entirely for handling all pictures. There's always Window Photo Viewer which works the way you want, but that app is for viewing only. It has no capability for quick resizing, etc. If all you ever want is to view pictures you can make Windows Photo Viewer default for file type .jpg. There are many other apps out there that can handle pictures.
If I'm dealing with multiple photos, I use snap groups so the way the Photos app natively works is the way I want it to work.
