So many variables. Unless you’re willing to send it to some obscure recommended company/business somewhere (because you’ve given no indication of logistics) it would depend on where you are and what you’re willing to pay. And be prepared to pay, it can be very expensive, especially if it isn’t spinning.

On a more personal note, I have had some experience with Ontrack. These guys are pretty amazing. They are the folks who successfully recovered data from a drive from one of the exploded space shuttles where the drive was found in a river bed.

If your friend hasn't provided any information, can you not plugit in into a Windows PC, check what exactly is happening and report?
As far as data recovery is concerned there is no "one size fits all"
1. If the HDD is not visible in Windows at all, no DIY data recovery is possible. What do you want us to suggest?
2. If you want to try data recovery yourself, tell us what exactly happens when you plug it into a Windows PC? We don't even know whether it is an Internal HDD or external HDD.
Provide full details of the HDD Internal/external,Manufacturer, Model No,. Capacity and its history how old it is and how it was used system drive? Data drive?.
Post a screenshot of Windows Disk Management with only the faulty HDD plugged in internally or externally as the case may be.Notify any error message you receive.
FreeBooter in his last post has only a given a generic solution assumimg that your HDD may be RAW or has been formatted and suggesting PhotoRec in TestDisk.
Is the disk really RAW? Even if it is RAW, I would rather try to find out why it has become RAW and repair it rather than running PhotoRec straight away.. . In most cases such a repair is possible - in some cases not. Then only a commercial software or if you do not want to pay for that commercial software PhotoRec.
If it had undergone a full format, even PhotoRec will not be able to recover any data since a full format writes zeroes to all sectors and all data is lost.

The Interface GUI is very similar to any bog standard partition manager that is common on Windows and it does have an attempt data recovery function in it.
It might work -- depends on the type and size of data corruption on your HDD -- but as it's free it could be worth "a go".
download ISO and and create bootable USB etc with rufus.

Thing is, trying to read data from a damaged HDD can cause the damage to be worsened, thereby increasing the potential risk of failing to recover some parts of the important data that would otherwise have succeeded. Digilab are a more expensive service when compared to $300 Data Recovery, but Digilab are significantly more specialized, resulting in higher success rates especially if you choose to go with their most expensive option, whereas $300 Data Recovery are more generalized. If your insurance covers the added expense or your data is worth it, Digilab's most expensive option will look dirt cheap for what you will be getting in return.
