OS Not Presently Configured to Run This Application

I got a second "windows configuration update" last night, and this morning, when trying to open Outlook, I get the error message "OS Not Presently Configured to Run This Application". Anyone else? Any ideas?

For anyone else that encounters this... I was able to get things back to normal by running it in Windows 8 compatibility mode. This is Outlook 2013, I think... so it sounds like they are trying to phase some stuff out.

MS Office 2013. I just started having the same problem this morning as well. I did the repair online and that seemed to fix most things. At least until I tried to open an excel spreadsheet, then the same thing happened again. So tried each Office application individually, Word worked, Outlook worked, Powerpoint worked for slideshows but not for ppt files. Excel would open if I clicked on the .exe itself but wouldn't open any xls or xlxs files. Excel told me that it wasn't the default app and said go to settings default apps to fix. So, I did that and set excel as the default app for all of the appropriate extensions. The default app had been set to APPVLP, whatever that is. I don't know what APPVLP is but it seems to be the root of this problem. How do we get rid of this appvlp?

You need to disable the auto update function in office and downgrade it to a lower version with this command:
For Office 2013 32bit
Code:
"%programfiles%\Microsoft Office 15\ClientX86\officec2rclient.exe" /update user updatetoversion=15.0.5571.1000
For Office 2013 64bit
Code:
"%programfiles%\Microsoft Office 15\ClientX64\officec2rclient.exe" /update user updatetoversion=15.0.5571.1000

I had to fill in my own path instead of using %programfiles% but the rest of the 64 bit command line worked perfectly.
Also turned off any future updates, thanks again!!

seems a bit strange as outlook 2010 still works properly together with the rest of the office suite (EXCEL etc). Even on the latest W11 canary build.

I'm suprised Office 2013 was still updating --thought that had reached EOL ages ago. I remember when it was current I always had trouble with it -- kept office 2010 until 2019 available,
