Virtual Desktops. Programs on inactive desktops are suspended?

I am using virtual desktops on Windows 11.

When I switch to a new virtual desktop the tasks in the background desktop appear to stop working (VirtualBox specifically) until I switch back.

Is this normal behavior and if so, is there a way to keep them active?

Windows Build/Version: Window 11 Pro ver. 22H2
