Solved What is causing my new install to constantly refresh explorer / everything randomly?

I tried to record a video of it happening but the recording was at 60fps so it happens quickly, but it's not that fast, and anyway sometimes it just keeps going forever until I manage to close a window or something. I found mentions of this bug on reddit from like a year ago that apparently got patched but that's it.

Anyone know what the hell is causing it? It can happen on any application, not just startallback like in the clip. Infact as I was trying to cut the clip in avidemux I got it and I couldn't stop it until I tried ctrl+alt+delete and back and it fixed it temporarily until it happened again. Driving me crazy it was fine yesterday on the same build. I just did a clean reinstall to try and fix it too.


Found this which seems like my issue, but my setup isn't the same with weird drive letters or anything.

Try boot into Safe Mode to see if the problem resolves, if it does perform clean boot.

Create new user account to see problem is corrupted user account you are using.

Clear File Explorer History.


Open File Explorer and click on the three horizontal dots
From the list, click on Options
Go to the General tab and click on Privacy
Tap on Clear
Press OK to confirm the action

I did a whole reformat last night and just got done and it's still happening. I remember trying the admin account before too and it was happening on that.

It seems to me you are using StartAllBack.
And in the setting windows of that program the problem already exists.
What else are you possibly using to style your user interface?
Because StartAllBack does not like combinations with other UI tweaking programs!

What happens when you switch of all UI-tweaking programs (including StartAllBack) or even better, deinstall them?
When the problem still exists, you might have a problem with your graphic card or the drivers of it.
You could then download the most recent drivers for the graphic card and install them to be sure that's not causing the problem.
As you did not specify anything of your computer configurration, it might be very difficult to guess what's wrong!

I install SAB and patch the themes with ThemeTool using only default colours hack which I have been doing all year on various versions of windows fine. I went back to 22621.2361+ because it was stable on my PC this has only been on the laptop.

It has been fine on my PC but it looks like this right now:

Which is why i'm using/setting up my laptop in the meantime. I have a feeling it could be the onboard nvidia gpu (GTX 1060 Mobile Max-Q).
My other theory is my storage drive in the laptop was formatted with rufus in a previous install so I'm going to move everything off it and run the windows installer and format it with that and see how it goes.

I ended up reinstalling and it's not happening anymore.

My mouse is randomly freezing for about 1 second every couple of minutes.

While troubleshooting I found these options in device manager:

I turned off 'allow the computer [...]', anyway my question is, is there a way to turn this off on everything automatically / in one go? Because I went through device manager and found a few other things with it enabled, so basically I'm looking for an option or a reg file that would disable it for everything. Does this exist? It's hard to search for..
