Solved Build 23506 causing reboots about every two minutes

I upgraded my 22621 Development Build to Build 23506. The upgrade process took a long time, but presented no problems. The problem occurred when I ran WIndows with the new 23506 Build. The machine rebooted about every two minutes. Unworkable. I promptly went back to my last Build and all is OK now.

I'm just curious how many people have had a similar problem and how many had no problem at all.

If you are using any customization utilities such as Explorer Patcher, you must update these to the latest version as well.

I use a lot of customizations and believe me I updated All of them. I don't use Explorer Patcher though.

Build 22621 is working very well for me.

In that case you must disable all customizations before upgrading and enable them after upgrade one at a time. Before I upgrade from one version to another, I disable any antivirus, all applications from Startup, just in case, and most non-Microsoft services. I enable them back after the upgrade. Also if you have an unsupported computer replacing the hidden file C:\$Windows.~BT\sources\appraiserres.dll with an empty dummy is not enough. Disconnect from the internet and stay offline during the upgrade (assuming you upgrade from an ISO).

I'm not upgrading from an ISO. Perhaps I should try that next along with your suggestions.

FWIW, Development Build 23506 is working fine for me on a Lenovo Yoga 720-15IKB. No mods or patches other than the requisite settings to allow Windows 11 to install on an "unsupported" device.

Thank you for confirming that Build 25306 is a good Build. I am currently attempting to upgrade my machine to Build 25306 from an ISO file as username "spapakons" has suggested. I am making this post from a different Windows 10 machine.

I tried upgrading from an ISO while I was disconnected from the Internet as well as having my antivirus app disabled and I still got an installation that reboots every several minutes. I have now gone back to Build 22621 which in my case at least is rock solid.

Looks like a driver or application issue. Have you updated to the latest drivers before upgrading? Also completely disable any third-party antivirus, antimalware and firewall, just in case. I would disable all applications from Startup and most if not all non-Microsoft services. If you can't boot normally but you can boot in safe mode, do that and see if any drivers are replaced.

It boots normally, but I'm intrigued by the idea of booting it into Safe Mode. I don't know how to do that especially since I run Windows 11 in VMware (Virtual Machine). {PLEASE do not attribute my problem as a problem with VMware since ALL previous Windows 11 Builds worked up until now including the current stable 22621 Build that I am enjoying currently}.

If you are in Windows, hold left SHIFT and restart to see the Troubleshooting screen. If you cannot load Windows normally, reset (or turn off and back on) your computer 3-4 times before fully loading Windows to see the Troubleshooting screen. From there select Troubleshoot and go to advanced options. Select Advanced Startup Settings. It will restart and present you a list of options. Select 4 Safe Mode, or 5 Safe Mode with networking if you need internet access.

Excellent instructions on getting into Safe Mode!

Unfortunately, when executing my ISO, after a few screens it eventually leads me to "This PC doesn't currently meet Windows 11 system requirements". This I find odd since I'm running it from an installed Windows 11 operating system. I tried both option 4 and 5 with the same results.

Before proceeding make sure you enable to show hidden files and to uncheck hide extensions in File Explorer settings. To create the fake file right-click on the desktop and select New->Text document then rename it to appraiserres.dll without the original .txt extension at the end. You may now proceed with the upgrade. Setup won't be able to check compatibility and will let you upgrade.

It now says it cannot install Windows 11 in Safe mode. So, I took it out of Safe mode and located appraiserres.dll and successfully replaced it with an empty file as you described. I rebooted it (my mistake) and now appraiserres.dll is no longer in the C:\$Windows.~BT\Sources subdirectory. In fact I cannot find it (or it's brethren) anywhere on the Windows 11 PC now. There now are two subdirectories under Sources; "Diagnostics" and "Panther". I don't know what happened nor what to do.

The folder $Windows.~BT and any files in it is created by Windows Setup. It is the cache (temporary storage) while installing. So you must first run Setup (in normal mode) to create the files, and then replace appraiserres.dll before starting the upgrade process.

I don't know how to run Windows 11 Setup in VMware, so I can't recreate these files until I know how to do that.

These instructions are to upgrade Windows 10 or one version of Windows 11 to another version. For a new installation (clean installation) there are different ways to bypass compatibility check.

I have officially given up on upgrading my Windows 11 machine past Build 22621 which is performing absolutely great. Other later Build upgrades have either not installed correctly or have put me in an infinite loop of updating then rolling back.
